FACTORS WHICH CONTRIBUTED TO THE ACCIDENT WERE: THE WEATHER CONDITIONS, AND THE FAILURE OF THE AIR TRAFFIC CONTROLLER TO ADEQUATELY VECTOR THE FLIGHTCREW TO INTERCEPT THE FINAL APPROACH COURSE AT THE APPROACH GATE, AS SPECIFIED IN THE ATC HANDBOOK.
