The Pioneer 400 is a sleek, low-wing monoplane featuring a trapezoidal wing design with a swept trailing edge and winglets at the tips. Its wooden wing structure incorporates a single box spar and is reinforced with pre-preg carbon fiber. Ailerons occupy about half the wingspan, while slotted flaps cover the inboard section. Both are fabric-covered for optimal performance. The fuselage and empennage also feature a wooden structure with a carbon fiber skin. Powering the aircraft is a 115 hp Rotax 914 Turbo charged flat-four engine, driving a variable-pitch propeller. The spacious cabin, positioned over the wings, accommodates four passengers in two side-by-side seating pairs, accessed through two upward-opening doors. Additional baggage space is available behind the rear seats. The tail section features straight-edged, swept vertical surfaces with a long dorsal strake, while the trapezoidal horizontal stabilizers have an unswept leading edge. The rudder and elevators are fabric-covered, with a balanced rudder and trim tabs on both the rudder and port elevator. For added versatility, the Pioneer 400 is equipped with retractable tricycle landing gear, with the nose wheel partially exposed when retracted.
